Summary of Specifications:
The District attempts to provide high quality healthcare and related benefits that meet employee needs at a competitive price. The District has a responsibility to manage insurance costs effectively and efficiently. It also has a responsibility to ensure that the employees have access to quality coverages. The primary goal of this RFP process is to enter into agreement(s) with service provider(s) to provide employees’ benefits to include, but not limited to, Cancer plan, Accident plan, Vision plans, and an enrollment system to be used for open enrollment on all products and then throughout the year for eligibility status changes and new hires. All coverages and administration will be effective November 1, 2011. Open enrollment is scheduled for August and September 2011.
The District seeks services from companies who have experience in developing and maintaining the type of benefit programs requested, and who have a proven track record for providing quality care and effective services at competitive rates. The District is seeking to establish a long-term business relationship with the successful organizations that can provide pro-active plan management services.

Voluntary Vision Plan – current program is a dual option provided by VSP
Enrollment System – current program is provided by Humana’s medical plan and the utilization of Benefit Harbor for the service.
Coverages and Services Requested
Cancer Plan Plan Design - The District is interested in proposals that offer several options to address the different needs of the employee’s family needs. The plans are to be on a group plan platform with guarantee issue. The plans are to allow for employee, spouse and or family participation. The District’s preference is for the pricing to be a 4 tier rate (employee only, employee & spouse, employee & child(ren) and family) not age bracketed. Vision Plans Plan Design - The District is interested in dual option proposals. One quote should mirror the existing plan design. The buy up option should have “progressive lens – all levels” paid 100% after copay. The plans are to be on a group plan platform. The plans are to allow for employee, spouse and or family participation regardless of participation in other benefits. The District’s preference is for the pricing to be a 4 tier rate (employee only, employee & spouse, employee & child(ren) and family). Enrollment System The District is interested in a system that will handle all products for open enrollment and will remain up for the District’s use throughout the year. The system MUST be compatible with Region 20 and able to feed all required reports to Region 20 and SAISD Payroll. The system MUST be able to feed all the carriers on a bi-weekly or monthly basis all changes and deductions in the carriers’ acceptable format without any modification on the part of SAISD personnel. Voluntary Generic RX Program The District is interested in providing a generic RX discount plan on a voluntary basis to the employees, i.e...HEB, Wal-Mart, Walgreens and or CVS type generic RX discount programs.
