Summary of Specifications:
This Request for Proposal (RFP) documents San Antonio Independent School District’s (SAISD) requirements for an “Assessment and Data Management System.” This RFP is for a three year contract with two one-year renewal options. The system consists of three (3) primary modules: an assessment management system with test generator and plain-paper scanning, a TEKS-based item bank in all core subjects, and a data management system that can warehouse and display a variety of required testing forms and create custom reporting.
It is the intent of the SAISD to improve the quality of instruction in the District and enhance the ability of teachers to measure individual student performance and correlate that information to resources that address variances from expected outcomes. The system is intended to be a fully integrated information system providing a wide variety of data and resources to SAISD personnel at the classroom, campus and District level. The system will be used by approximately 3,200 teachers in 86 campuses with a student population of 46,000. It should enable the flow of information regarding standards-based curriculum, student achievement, student performance, teaching goals and available assessment resources. The Assessment Management System should be a test generator that provides real-time student data analysis and reporting. This assessment system must support a plain-paper answer document scanning solution using Brother multi-function devices (model 8080 and 8060). The system should also support a de-centralized scoring model and online testing that does not require district verification of answer sheets. The item bank should be a collection of high quality, higher cognitive level, standards-based assessment items designed for formative and benchmark assessments in grades 1-12 in all core subjects: Reading, Language Arts (Revising and Editing), English, Mathematics, Science, and Social Studies. All items should be aligned to the latest Texas Essential Knowledge and Skills and addresses the State of Texas Assessment of Academic Readiness (STAAR) and End-of-Course (EOC) testable curriculum. The items should also be continuously updated to reflect the increase levels of complexity so as to support the new state testing system for all core subjects. The Data Management System should support the warehousing and reporting of district assessments and multiple data sets, including, but not limited to fourteen years of historical state test data in a variety of formats that can be used to show the interrelation between the data. An integral component is the ability to provide a dashboard of student performance customized for users (i.e. teacher level, campus level, and district level). The Data Management System should be integrated into the district’s student information system and support an unlimited number of testing years and formats to be displayed in its custom dashboard. Testing formats include, but are not limited to TELPAS, TAKS, STAAR, EOC, ACT, SAT, PSAT, PLAN, EXPLORE, DIBELS, TPRI, Voyager, Walk-Throughs, Reading Inventories, and district formative assessments. The system should provide the user the ability to access and report multiple TAKS, STAAR, and EOC administrations in a given year. In addition, the system should also display attendance, discipline, demographic performance, and program participation. The data management system should allow for custom reports including display of multiple assessments and demographic data side-by-side on a single report layout. The system should also support an unlimited number of custom reports and the ability for districts to create reports at the user level.
This RFP should allow the vendor flexibility in proposing the most appropriate and cost-effective system. Renewal will be based on the vendor’s ability to meet the implementation guidelines and product specifications that support the K-12 educational environment. References are requested from customers for whom the vendor has demonstrated this ability in K-12 educational institutions, similar in size and scope as SAISD, for delivery, installation, implementation and outstanding support service, both technical and in the form of professional development through the contract period.
