Summary of Specifications:
The San Antonio Independent School District (SAISD) request interested firms to submit proposals for “2010 Bond Capital Improvements Program Administrator Services”. No guarantee of a minimum amount of work is implied or expressed by this Request for Proposal. Services required shall be determined solely by the needs of the District. The selected Program Administrator will report to the Director of SAISD’s Facilities Planning and Construction Department and will provide day-to-day project management of all Bond 2010 projects. Strategic services include, but not limited to, development of design standards, master specifications, contracts, RFPs; pre-bidding and bulk purchasing of equipment and systems; master scheduling, budgeting and estimating; public and school communications; community outreach; risk management; contract and document controls; personnel training; etc. Project based services include, but not limited to, cost estimating and verification; value engineering; construction phasing; constructability reviews; project delivery selection and procurement; public agency coordination and approvals; construction management; claims handling; quality control and assurance; deficiency resolution; coordination with users and SAISD; temporary/swing space arrangements; environmental remediation; on site inspection and documentation; payment approvals; building and systems commissioning; construction and contract close out; make-ready, move and relocation coordination; furniture, fixtures and equipment procurement; post occupancy evaluation and warranty tracking; etc. The PA will assist SAISD in the selection of design firms, construction contractors, consultants, vendors and suppliers for each project and comply with participation of local and economically disadvantaged (ED) business enterprises.
S SAISD reserves the right to reject proposals and submittals from the selected PA, along with its consultants and affiliates, for design and construction administration services on Bond 2010 projects. However, the District retains the option to assign a PA to perform the services of a Design Professional and/or contractor to substitute the PA in the place of a failed design professional and/or contractor assuming the PA otherwise qualifies. Consequently, any design professional and/or contractor who wishes to be considered for both positions must pre-qualify and will be allowed to submit under a separate RFQ and/or RFP. The selected PA and its consultants and affiliates cannot contemporaneously perform or receive a fee for the function of a PA and a design professional and/or contractor for the same project. At all times the District retains the right to assign or reassign the PA or any design professional and/or contractor when the District believes such assignment and/or reassignment is in its best interest and the PA or design professional and/or contractor are in agreement.
