The City of Victoria, Texas, (“the City”), requests Statements of Qualifications (“SOQs”) from firms desiring to provide public involvement and engagement services to gather community input for the implementation of Victoria Transit’s draft fixed routes within Victoria, Texas (“the Project”). The City anticipates requiring complete public involvement and engagement services, materials, and consultants to facilitate this project which may include assisting MPO, GCRPC, and City staff with the facilitation of public meetings, developing and distributing educational and information materials, recording and/or taking notes for all meetings, and assisting in the marketing of Victoria Transit’s draft fixed-routes.
Determine the critical aspects of outreach and educational initiatives aimed at collecting community input on the Golden Crescent Regional Planning Commission’s (GCRPC) recently completed transit route study, titled “Golden Crescent - Directions for the Future Plan.” The proposed process will involve an array of coordinated activities conducted by the consultants, GCRPC and MPO staff to collect feedback on the final recommendations from local officials, community partners, transit users, and the broader public. These events will capture responses, including comments and inquiries, as well as recommendations for improvements, which the MPO, GCRPC, and the City of Victoria will review for further evaluation. The materials utilized in this outreach will derive from the recently finalized transit plan, encompassing informational exhibits and staged recommendations that address operational, capital, and policy updates as relevant.
Where feasible, the consultant will utilize data gathered by the MPO during the public engagement process for the updates to the 2050 Metropolitan Transportation Plan (MTP) and the City’s Active Transportation Master Plan (ATMP). This strategy intends to enhance the scalability of initiatives in alignment with the feedback and engagement that have already been documented and accepted by the MPO.
