The City of Victoria, Texas (“the City”) requests Statements of Qualifications (“SOQs”) from contractors desiring to perform repairs as needed on all City-owned HVAC systems for the Annual HVAC Repair Contract (the “Project”). The City possesses a variety of HVAC systems including mini-splits, direct expansion units, commercial rooftop combination units, and chiller systems. The majority of equipment is Carrier brand and the City uses Carrier’s I-VU Building Automation system at City Hall, Victoria Police Department, Victoria Public Library, 700 Main Center, and the Victoria Community Center and requires that vendors be familiar with this product. The City will select an evaluation committee for this project that will receive and evaluate SOQs, they will be qualified by the evaluation criteria in section III, may interview a short list of highly qualified respondents, to be included in a vendor pool of the best-qualified respondents to the City of Victoria. This pool will be retained for a five (5) year period. The highly qualified respondent pool will be a list of approved contractors for the City of Victoria. Award of a vendor pool contract does not in-and-of-itself entitle the selected contractor to any work of the City or payment from the City but instead provides the City with a list of contractors from which to solicit proposals if and when the City decides to use the vendor pool services in performance of a project.
