04-23-225-TC-070 - Medical & Third Party Administrator (TPA) & Stop Loss Benefits Services

The City has retained the services of NFP (“Consultant”) to assist the City in analyzing Respondents pricing, services, and capabilities for plans proposed to the City. The Consultant has been paid a consulting fee for assisting the City in creating this RFP and in assisting the City with obtaining the most advantageous proposals. The City has used Aetna for its medical Third Party Administrator (TPA) and Caremark CVS Pharmacy Benefit Manager (PBM) for the past seven years.  In prior years the City has absorbed the cost increases in prior years in order to maintain employee contributions at the same level.  The goal for the City moving forward is to continue to share the cost of the benefits with employees, and to consider alternative plan designs that  align with the City’s goal of offering a competitive, balanced benefit program.
