Sealed proposals will be accepted by the Purchasing Division, North Smithfield Town Hall, 83 Greene Street, North Smithfield, Rhode Island 02896 no later than 10:00 A.M. May 30, 2025.
The proposals will be opened publicly commencing at 10:00 A.M. on June 6, 2025, in the Town Council Chambers, North Smithfield Town Hall.
Specifications are available at the Finance Department, North Smithfield Town Hall, 83 Greene Street, North Smithfield, Rhode Island 02896 Monday through Wednesday, 8:00 A.M. until 4:00 P.M., Thursday 8:00 A.M. to 7:00 P.M., and Friday from 8:00 A.M. to 12:00 P.M. beginning on May 5th, 2025.
The opening of proposals shall be in the order established by the posted agenda and the agenda shall continue uninterrupted until completion.
The contractor will not discriminate against any employee or applicant for employment because of physical or mental handicap for any position for which the employee or applicant is qualified and that in the event of noncompliance the Town may declare the contractor in breach and take any necessary legal recourse including termination or cancellation of the contract.
A proposer filing a proposal thereby certifies that no officer, agent, or employee of the Town has a pecuniary interest in the proposal or has participated in contract negotiations on the part of the Town, that the proposal is made in good faith without fraud, collusion, or connection of any kind with any other proposer for the same call for proposals, and that the proposer is competing solely on his own behalf without connection with, or obligation to, any undisclosed person or firm.
All proposals must be submitted with eight (8) copies and one electronic (PDF) formatted copy in a sealed envelope and plainly marked on the exterior of the envelope which should read: YOUR COMPANY NAME and plainly marked on the exterior of the envelope “RFP Engineering Services 2025”. Proposals received prior to the time of the opening will be securely kept, unopened. No responsibility will be attached to an officer or person for the premature opening of a proposal not properly addressed and identified. No proposal will be accepted via facsimile or email.

All proposals must be written in ink or typed. If there is a correction with whiteout, the proposer must initial the change.
