CONSTRUCTION CONTRACTOR PREQUALIFICATION PROGRAM

The School District of Palm Beach County (District) invites qualified Contractors with current licenses in the State of Florida to apply for the District’s Construction Contractor Prequalification Program. Prequalification is an ongoing program of the District whereby the review and approval process is conducted continuously throughout the year.
Pursuant to State Requirements for Educational Facilities, Chapter 4, Section 4.1 “Prequalification of Contractors for Educational Facilities Construction”, Prequalification is applicable to Bids (Invitations to Bid), RFP (Request For Proposal), Construction Management at Risk (CMAR), Design/Build (D/B) and any other Construction Services for a Construction Project with an estimated construction budget of $300,000 or more. The criteria established for Prequalification is in accordance with Chapter 489, Florida Statutes, (SREF) 2014, School Board 7.08 and all other applicable rules, regulations and procedures.
Prequalified firms may compete for project solicitations for one (1) year commencing from the date of School Board approval. Prequalified firms may renew their Prequalification status by submitting an Application for Renewal. Renewals are processed in the same manner as an initial Application for Prequalification. To maintain Prequalification, it is recommended firms submit an Application for Renewal a minimum of 60 days prior to the expiration of their current Prequalification status to allow sufficient time for processing.
Construction Disciplines subject to the Prequalification Process are as follows:
- CS/SD Construction Services/Site Development (General or Building Contractor)
- DS Demolition Services (General Contractor)
- ES Electrical Services (Electrical Contractor)
- FA Fire Alarm System Services (Electrical Contractor or Alarm System Contractor)
- HV HVAC Services (Mechanical Contractor or A/C Contractor - Class A or B)
- PS Painting Services (Palm Beach County Certificate of Competency)
- RS Roofing Services (Roofing Contractor)
- UU Utility & Underground Excavation Services (Underground Utility Contractor)

BONDING REQUIREMENTS
To qualify you must have a minimum bond of $300,000.00
CERTIFICATE OF INSURANCE (COI)
To qualify you must have the minimum coverage listed below, a COI will need to be provided with your application listing the School Board of Palm Beach County as the certificate holder.
Minimum Insurance Requirements
General Liability Insurance....$1,000,000.00 Claimant / $2,000,000.00 Incidence/Occurrence
Auto Liability...........................$1,000,000.00 Claimant / $2,000,000.00 Incidence/Occurrence
Workers Compensation..........$200,000.00 Occurrence
PROJECT EXPERIENCE
To qualify you must experience listed below.
-At least (3) three projects of similar construction scope
-K-12 or other Educational Construction Experience
-Construction within the State of Florida
-Construction for Governmental or an Educational Organization
-Construction of Educational, and/or Public Facilities in other states
-Each project must have a value over $300,000.00
-Each project must be completed by the time of application submission
-You will need to provide the scope or work, project, project contact information, and % completed by your organization.
