The City of Medford Parks, Recreation, and Facilities Department is seeking a qualified contractor to complete structural repair, reinforce an exterior wall and remove and install a new windscreen system at the Santo Community Center. Bids will be submitted electronically through BidNet. The complete Invitation to Bid documents may be obtained through BidNet at: https://www.bidnetdirect.com/oregon/medford. Public Improvement Contracts: Bid security in the amount of 10 percent of the bid shall be required for public improvement contracts where the amount of the contract exceeds $100,000. The bid security shall be forfeited if the bidder fails to execute the contract promptly and properly if awarded. Bids must be accompanied by a certified check equivalent to 10% of the proposal payable to the City of Medford, to guarantee that if a bid is accepted, a contract will be entered into and its performance secured. A Bid Bond to like effect and amount with a corporate surety will be acceptable for this project. Bids must be in writing and signed by or on behalf of the bidders. All bidders shall be prequalified with the City of Medford, as provided by law under Oregon Revised Statutes, at least 5 days prior to opening of bids. Contractors may be selected for final evaluation will be invited to an interview with the City. Contractors will be contacted regarding time and location of the interview. The City reserves the right to seek clarification of each bid submitted. The City also reserves the right to require other evidence of technical, managerial, financial or other abilities prior to selection.A sample copy of the contract that the City expects the successful bidder to execute is included in Section 6, Exhibit C. Any proposed changes in the language, construction or requirements of the contract must be raised and resolved as part of a solicitation protest. The contract will define the extent of services to be rendered, as well as the method and amount of compensation. The contract will be awarded to the lowest bidder for the project. The contract for the work will be prepared and executed upon City approval. Cancellation in the Public Interest. An invitation to bid may be cancelled, in whole or in part, and all bids may be rejected when it is in the public interest as determined by the manager or Council. The reasons therefor shall be made part of the bid file. Unless exempt from competitive bidding, the contract, if awarded, is to be awarded to the lowest responsible bidder. "Lowest responsible bidder" means the lowest bidder who has substantially complied with all prescribed bidding procedures and requirements and who has not been disqualified under ORS 279B.130.
