Formal sealed BIDS for the WATER SYSTEM IMPROVEMENTS WELL INSTALLATION PHASE I-B in JACKSONVILLE, NORTH CAROLINA, consisting of:
Description: The installation of six production wells and wellhouses complete with listed appurtenances, water pipelines and all associated sitework. The work to be completed is also detailed in the attached project plans and specifications, dated June 2005. Work shall be completed in two parts. Schedule I, installation of the production wells shall be completed within ninety (90) days of the Notice to Proceed for Schedule I. Schedule II, construction of the wellhouses complete with listed appurtenances, shall be completed within ninety (90) days of the Notice to Proceed for Schedule II. The combined Contract shall be Lump Sum. Bidders must fully complete the attached Bid Form for both Schedules to be considered as a responsive bid.
Formal sealed bids will be received by the City of Jacksonville Public Services Department, City Hall, located at 211 Johnson Boulevard, Jacksonville, North Carolina 28541 until 2:00 pm, EST on July 26, 2005. Bids will be opened and reviewed by COJ Public Services Department, with results to be announced following Contract Award.
The Project CONTRACT DOCUMENTS, Plans and Specifications may be examined and/or obtained at the office of Mr. Michael Mack, Public Services Department, City Hall, 211 Johnson Boulevard (P.O. Box 128) Jacksonville NC 28541. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
Each Bidder must deposit a five (5%) percent Bid Security with his/her Bid as provided for in the Instructions to Bidders. The successful Bidder will be required to furnish 100% Contract Security as provided for in the Instructions to Bidders. Such security shall be in the form of a payment bond and a performance bond.
Bidders must be properly licensed under Chapter 87 of the North Carolina General Statutes. A Business Privilege License is required to engage in business in the City of Jacksonville.

The Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which appear to be in the Owner's best interest.
No Bid may be withdrawn within sixty (60) days after the date of Bid Opening.
