Summary of Specifications:
This is to install lettering naming the Jacksonville City Hall after former Mayor W.B. Teachey, Jr. Lettering is to be installed below the words “City Hall” on both sides of the building (on New Bridge Street, which is the front of the building, and on Johnson Boulevard, which is the back of the building and the main entrance from the parking lot.) The Letters to be installed: W. B. Teachey, Jr. Building This includes punctuation and the use of upper and lower case letters. NO EXCEPTIONS. 2. Font used must be Tahoma Bold or Helvetica Bold. We will consider an alternative, but it must closely match the City’s official font of Tahoma and be Bold. Before a quote is submitted for an alternate font, you must contact Glenn Hargett, Communications Director, for approval. 3. The space to install the letters is ABOUT 44” high by ABOUT 174” wide. These measurements are provided for a convenience of figuring, and the submitter is ultimately responsible to ensure that the lettering specified fits within space that is provided on the building. 4. A photo example is provided of what the Family of W.B.Teachey, Jr. approved. The City desires to have this followed as closely as possible. 5. Our calculations indicated that an 8” Tahoma BOLD Font or 7” Helvetica BOLD font would work within the allocated space with appropriate kerning. We used Gemini SignDesigner 2.1 and PhotoShop to determine this estimate. We are relying on the submitter to determine the best font size and placement to achieve the desired outcome of what the City has approved and what the family has desired. A print out of the sign designed with Helvetica Bold is provided as a sample only. 6. The City is interested in Cast Metal or Cut metal (using laser or water jet). The City is interested quotes for both options, but quotes may be submitted for just one of these options. 7. The finish should be Dark Bronze Anodized and as similar to the finish on the existing CITY HALL lettering that is in place as possible. The use of the words Dark Bronze Anodized, came from the Gemini Sign website. The City has viewed the metal finishes at the site, and believes this finish is the one that most closely matches the existing finish. However, the City does not limit the submission of a quote to products from Gemini, only that this was used as a representative sample to determine if the desires of the family, and the City Council could be followed. 8. The mounting should be flush with no chance of birds, insects or vermin getting behind the letters. 9. The City has noted that several companies supplying cut or cast letters, including Gemini will provide a paper template of the letter placement. The City would be very interested in having such a template temporarily installed for viewing prior to the award of this project. However, this is not a requirement. 10. The City does desire a drawing, sketch or rendering satisfactory to be understood by a reasonable person not in the sign business, as to how the final installation will look. This drawing may be provided to the City Council prior to approval. 11. The quote should include: a. An understanding of the exact letters to be mounted (W. B. Teachey, Jr. Building) b. An understanding that the letters are to be installed within the space specified in the narrative and represented in the photo. c. An understanding that the measurements provided by the City are estimates, and that the proposer is solely responsible for the total installation if awarded and therefore should verify the measurements or at least certify that the work can be performed as the City desires within the space specified. d. The letter type proposed, whether Cast Metal, Cut Metal and how it will be cut if Cut Metal. e. The Font f. The Size g. Color or Finish h. The method of mounting i. Any exceptions to the demands of the City. Note that the City will entertain options to best achieve the desires of the family and the City, but they must be approved prior to the submission of a quote. j. A drawing, sketch or rendering that would display to a reasonable person what the end result would be. This drawing is likely to be shown to the City Council before final approval is given for a bid. k. The total cost of the lettering and installation. The City expects a turn-key job to acquire and to install the letters without any other requirements. l. An estimate of the time to have it fully installed after approval of the proposal. 12. Information or questions may be directed to Glenn Hargett, Communications Director, City of Jacksonville. He may be reached by email at ghargett@ci.jacksonville.nc.us or at 910 938-5220.
