Summary of Specifications:
The City of Jacksonville is soliciting Statement of Qualifications (SOQ) from architectural firms for contract services to prepare design drawings, specifications, bid documents, bid recommendation, and, at the City’s discretion, contract administration for construction of the Sturgeon City Civic & Environmental Education Center.
It is the City’s intent to move forward with Phase I of the Master Plan which includes the construction of a new 13,775 multipurpose center that will have a 7,000 square foot main space, lobby, catering kitchen and a broad open porch. Other work includes a parking lot, a tree-lined plaza, walkways, boardwalks and site preparation with the possibility of an adaptive part of this work to reuse the existing Biotower.
The Sturgeon City Master Plan is included with this solicitation under separate cover. Please note that although City Council adopted this Master Plan, there are items within Phase I that will be performed by others.
Conceptual plans are currently underway and are scheduled to be completed by the end of April 2012. It is the City’s intention to hire a Firm who uses the completed conceptual plans to create design plans and specifications to move towards construction. The selected Firm should be prepared to have this project ready with completed plans, specifications, and permit applications submitted for bid by August 1, 2012 with an anticipated bid opening September 1, 2012.
Statement of qualifications (SOQ) shall be submitted to the Engineering Division, Department of Public Services, City of Jacksonville, PO Box 128, Jacksonville, NC 28541, no later than 5:00 PM, April 24, 2012. Five copies shall be submitted. The City of Jacksonville reserves the right to reject any and all submittals.
