Summary of Specifications:
This describes the terms and conditions for Asbestos Testing of multiple structures as listed herein. The work shall include furnishing all safety equipment, materials, tools, labor, transportation, permits, and supervision necessary for the prosecution and completion of the work.
All quotes are due at 3:00 PM on December 18, 2009. Interested bidders must sign this Request for Quotes and either fax it to (910) 938-5044 or deliver to Ms. Stephanie Smith at the at the Community Development Division at Jacksonville City Hall located at 815 New Bridge Street, Jacksonville, NC 28540. The City encourages all interested bidders to inspect the project area.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which appear to be in the Owner's best interest.
This contract is funded by a Community Development Block Grant-Recovery (CDBG-R), provided through the U.S. Department of Housing and Urban Development (HUD) and is provided pursuant to the authority of Title XII of the American Recovery and Reinvestment Act of 2009 (Public Law 111-5) (the Recovery Act). The City of Jacksonville and the Contractor must comply with Section 1514 (Inspector General Reviews), Section 1515 (Access of Offices of Inspector General To Certain Records And Employees), and Section 1553 (Protecting State And Local Government And Contractor Whistleblowers) of Public Law 111-5. See Attachment “B” for the full text of these laws.
All Recovery Act job sites are required to post signage of Whistleblower protections. The Contractor must display the (2) posters provided under Attachment “A” at all work sites.”
