Summary of Specifications:
The City of Jacksonville is pleased to request qualifications from professional consultants to complete a detailed cost of service study which will analyze the costs related to providing municipal water and sewer services as a result of new growth and development within the City. The City of Jacksonville reserves the right to reject any and all submittals. Statement of qualifications shall be submitted to the Engineering Division, Department of Public Services, City of Jacksonville, PO Box 128, Jacksonville, NC 28541, no later than 5:00 PM, September 14, 2007. Five bound copies shall be submitted. The selected Firm should be prepared to have Phase I of this project complete within 110 calendar days from Notice to Proceed and Phase II complete within 75 calendar days of conclusion of Phase I. Scope of Work: Based on land use, population data, and established demand factors, the Consultant shall develop a comprehensive cost of water and sewer service study as Phase I of this project. After an extensive cost of service study is completed, the Consultant may be asked to create a sound methodology for formulating development impact fees as part of Phase II. In addition, the Consultant will use these methodologies to calculate legally defensible impact fees for the City. The study shall consist of two phases. Each phase will involve the performance of several required tasks with the detailed findings resulting from the completion of the Phase I tasks being used to determine the feasibility of proceeding with the Phase II tasks. Given this phased approach the City, at its option, may negotiate changes or additions to the scope of work described below for Phase II depending upon the findings and recommendations resulting from completion of Phase I. The specific tasks and responsibilities associated with each phase of the work are outlined in the attachment.
