The City of Jacksonville is seeking bids for the procurement of oyster reef mats as noted in the below
specifications.
Sealed bids from qualified Bidders will be received, by the City Clerk of the City of Jacksonville, in Meeting
Room A, of City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 2:30 PM Eastern Standard Time
on July 10, 2025, at which time they will be publicly opened and read.
If the Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed
in a separate envelope plainly marked on the outside with the notations "BID ENCLOSED", title of the work,
Bid number (FY25-07), and name of the Bidder. In order for this to be considered a responsive bid, the bid
form must be completed, and signed then submitted in a sealed envelope.

Oyster Catcher Mats are to be made of jute erosion control cloth and coir fiber cloths that have approximately 1cm
spacing between the fibers that are impregnated with Portland cement. The Mats are to be 44 inches L, 32 inches W,
and approximately 1.25 inches thick with a slight corrugation with 2.5 inches separating corrugated peaks. The Mats
are to be capable of holding at least 350 lbs over a 3x2ft reef footprint centered on the Mat. Mats should weigh
approximately 12-15 lbs dry and stack easily for efficient and inexpensive transportation.
