The City of Jacksonville is seeking bids for the procurement of oyster castle blocks as noted in the below
specifications.
Sealed bids from qualified Bidders will be received, by the City Clerk of the City of Jacksonville, in Meeting
Room A, of City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 2:00 PM Eastern Standard Time
on July 10, 2025, at which time they will be publicly opened and read.
If the Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed
in a separate envelope plainly marked on the outside with the notations "BID ENCLOSED", title of the work,
Bid number (FY25-06), and name of the Bidder. In order for this to be considered a responsive bid, the bid
form must be completed, and signed then submitted in a sealed envelope.

The responsibility for submitting proposals (including all documents requested herein) is solely and strictly
that of the vendor. The City of Jacksonville is not responsible for delays caused by any other occurrence.
Oyster castle blocks will be used to create artificial reefs. Each Oyster Castle reef will be comprised by 8 manufactured
concrete blocks (12” x 12” x 8” [L x W x H]). Each of these blocks are to be stackable and interlocking, and designed
to create complex, stable habitat that is suitable for oyster settlement, growth, and survival. The footprint of the
Oyster Castle reefs will be 3,240 ft2 (301 m2). The substrates should not entrap protected species, as no large (>
2”) gaps should exist in these substrates. Furthermore, these substrates should not be comprised of petroleum
products (e.g., creosote or asphalt materials).
