Summary of Specifications:
Sealed Bids from qualified Bidders for the construction of the Lejeune Trail and Greenway Project (Project Number EB-4705) will be received, by the City Clerk of the City of Jacksonville, at Meeting Room A, City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 2:00 PM Eastern Standard Time on May 21, 2015, at which time they will be publicly opened and read. The City will receive single-prime bids only for this project.
The project consists of a 10-ft wide multi-use greenway trail located in Jacksonville, NC on the south side of Lejeune Boulevard and NC 24 Bypass. The trail is primarily situated on MBC Camp Lejeune Property. The proposed trail will have a surface of asphalt, minimal sections of concrete, and boardwalk where necessary. Boardwalk will be utilized to avoid impacts to existing wetlands within the corridor.
In accordance with the North Carolina Department of Transportation (NCDOT) Disadvantaged Business Enterprise, the bidder shall make good faith efforts, as defined by the Bid Specifications, to subcontract 8% DBE of the dollar value of the prime contract to businesses which are at least 51% owned and controlled by minority, socially, and/or economically disadvantaged individuals (DBE’s).
Potential subcontract opportunities which may exist on this project include, but may not be limited to asphalt, concrete, timber, earthwork, and other items not specially referenced herein.
If the bidder fails to achieve the contract goal stated herein, it is required to provide documentation demonstrating that is made a good faith effort in attempting to meet the established goals. A bid which fails to meet there requirements will be considered non-responsive and will be rejected.
A Pre-Bid meeting will be held at 9:00 AM, May 7, 2015 in Conference Room A at City Hall, located at 815 New Bridge Street, Jacksonville, NC 28540. As part of this pre-bid meeting, attendees will be escorted by the City of Jacksonville to Marine Corps Base Camp Lejeune where attendees will walk the proposed Phase II Trail. Bidding Documents may be examined at the office of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Plans and specifications are available for download for free or hard copies may be obtained from the offices of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540 for the non-refundable amount of $125.00 for each set. Payment for documents must be received by the Engineering Division and shall be made payable to the City of Jacksonville. Partial sets of Bidding Documents will not be available. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest.
