Request for Proposals Exterior Paint Job – Jack Amyette Recreation Center May 19, 2010 I. Introduction This describes the terms and conditions for an exterior paint job at Jack Amyette Recreation Center, 1825 South Drive, as listed herein. The work shall include furnishing all equipment, materials, tools, labor, transportation and supervision necessary for the completion of the work. II. Proposal Due All proposals are to be returned to Mrs. Susan Baptist by 5:00 PM on May 10, 2010 at the Recreation and Parks Department located at 100 Recreation Lane, Jacksonville, NC 28540. The City encourages all interested bidders to inspect the proposed area for service. III. Specifications The Recreation Department is interest in painting the exterior of the Jack Amyette Recreation Center, located at 1825 South Drive. The building dimensions include the back wall which is 73 feet and both side walls are 149 feet. The front exterior wall is to remain the same with unfinished brick. Paint will be exterior latex, wander shied or comparable quality replacement (satin finish for durability). Prior to the start of the job, the Recreation Program Supervisor must approve of the comparable replacement. In the event that the Recreation Program Supervisor does not agree with the comparable replacement, it is the bidder’s responsibility to provide an equivalent product as quoted herein for the completion of this exterior paint job. The Recreation Department is interested in soliciting proposals for two different jobs. Dependent on price, the City will either choose Estimate #1 or Estimate #2 as detailed below: Estimate #1: This includes pressure washing all four sides of the building; priming three sides of the building as described above; applying two coasts of finish paint; NP1 caulking of expansion joints; and repair of mortar around top front band of building. Estimate #2: This includes pressure washing all four sides of building; priming three sides of the building as described above; and applying two coats of finish paint. In the event that a bidder chooses not to bid on a particular estimate, please indicate that response on the bid proposal form. IV. Proposal to be Retained No proposal may be withdrawn after the scheduled closing time for the receipt of proposals for a period of sixty (60) days pending the execution of a Contract by the successful Bidder. Should the successful Bidder default and not execute a Contract, the Contract would then be offered to the next lowest and responsible Bidder. V. Protection and Restoration of Property The bidder shall be responsible for the protection from his activities of all public and private property on and adjacent to the work and shall use every reasonable precaution necessary to prevent damage or injury thereto. It shall be the responsibility of the bidder to promptly restore, replace or make good any damage or injury to all public and private property. If the bidder fails to do so, the Recreation Program Supervisor may at the bidder’s expense repair, rebuild, or other side resort such property. VI. Qualifications The successful bidder must be properly licensed to do business in the City of Jacksonville VII. Insurance The successful bidder shall provide the City of Jacksonville Certificate of Insurance and endorsements with the following minimum levels of insurance coverage. The Certificate of Insurance shall include: • Comprehensive Automobile Liability, $1,000,000 Single Limit • Comprehensive General Liability, $1,000,000 Single Limit • Workmen’s Compensation Insurance as required by North Carolina Law. The City of Jacksonville shall be named as an Additional Insured on the General Liabiltiy and Auto Liability. The successful bidder must carry insurance at these thresholds for the durations of this contract. Failure to provide insurance at these thresholds once notifies as the successful low bidder will result in the bid being rejected. VII. Award of Bid The bid will be awarded to the lowest responsive, responsible bidder, taking into consideration quality and performance. IX. Rights The Jacksonville City Council reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest. X. Term The bidder will have seven (7) days from the Notice to Proceed to complete the work described herein. XII. Cancellation The contract may be cancelled upon thirty (30) day written notice by either party. XII. Responsibility of Damage Claims The bidder shall indemnify and save harmless the City of Jacksonville and its officers, agents and employees from all suits, actions or claims of any character brought for any injury or damages received or sustained by any person, persons, or property by reason of any act of the bidder, its agents or employees, in the performance of the contact. XIV. Payment Invoices should be submitted to the City of Jacksonville, Attention: Accounts Payable Department, PO Box 128, Jacksonville, NC 28541. Payment will be made to the Contractor on a monthly basis for work satisfactorily accomplished, and within thirty (30) days after receipt of an approved invoice.
