Summary of Specifications:
The City of Jacksonville is requesting written proposals from qualified firms to collect housing data for all dwelling units located within the Jacksonville Urban Area planning boundary. The urban area consists of two local municipalities, the City of Jacksonville and Onslow County, and four military installations: USMC Camp Lejeune, USMC Camp Geiger, USMC Camp Johnson and the USMC Air Station, with a population of 95,514. Of the residents located within the planning area boundary, 33,135 reside aboard a military installation. The data collection aboard the military installations shall not be required. The purpose of the data collection is to provide the NCDOT information by which the travel demand model used for transportation planning and project analysis can be developed.
Firms are invited to submit proposals to the City of Jacksonville by 5:00 p.m. on July 8, 2002. All proposals received after the deadline will not be considered. Please submit ten (10) copies of the proposal. The mailing address is:

The cost for developing the proposal and costs attributed to interviews are at the firm’s expense and will not be reimbursed. After the selection of a firm to perform the work, negotiations with the firm will proceed as quickly as possible. The negotiations will proceed toward the issue of a lump sum contract. The City reserves the right to reject any or all proposals that are not in the best interest of the City of Jacksonville.
