Summary of Specifications:
Sealed Bids from qualified Bidders for the construction of the Annual Street Rehabilitation Project will be received, by the City Clerk of the City of Jacksonville, at Johnson Blvd Conference Room, City Hall, 815 New Bridge Street, Jacksonville, NC 28540, until 3:00 PM Eastern Standard Time on March 3, 2009, at which time they will be publicly opened and read.
The Annual Street Rehabilitation Project encompasses Cardinal Drive, Palmetto Court and Woodside Court located in Jacksonville, North Carolina. The project will include reclamation of approximately 19,374 square yards of existing road bed and surface courses, approximately 900 linear feet of concrete curb and gutter and approximately 200 linear feet of concrete valley gutter.
Work shall include in place reclamation of existing roadway including asphalt and base. This procedure consists of the pulverization of existing materials, inclusion of additives, grading of the reclaimed materials, proper compaction and the application of base and surface coats. The asphalt pavement section and a predetermined amount of underlying materials are treated to produce a stabilized base course.
All streets in this project have curb and gutter and shall have some of the reclaimed material removed to allow for a smooth transition between the new asphalt surface course and the gutter. All roads will receive two (2) inches of S-9.5A super-pave asphalt as a surface course. The work includes all equipment, labor, material, and services required for complete reclamation of pavement areas as specified on the supplied plans.
Bids will be received on single prime contract basis. Bids shall be on a lump sum and/or unit price basis.
Bidding Documents may be examined at the office of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540. Copies may be obtained from the offices of the Owner, Engineering Division of Public Services, City Hall, 815 New Bridge Street, Jacksonville, NC 28540 for the non-refundable amount of $50.00 for each set. Payment for documents must be received by the Engineering Division and shall be made payable to the City of Jacksonville. Partial sets of Bidding Documents will not be available. The Owner will not be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from other sources. Checks for documents shall be made payable to the City of Jacksonville. Persons requesting shipment of documents shall bear the additional, non-refundable cost of shipment.
The City of Jacksonville will conduct a Pre-Bid meeting at City Hall, Johnson Blvd Conference Room, on February 18, 2009 at 2:00 PM immediately followed by a site visit.
The Jacksonville City Council reserves the right to waive any informalities, to reject any or all Bids, and to accept that Bid or Bids which appear to be in the Owner’s best interest.
