Summary of Specifications:
ENERGY CONSERVATION OFFICER General Definition of Work: Performs intermediate professional work participating in the energy conservation initiatives throughout the City of Jacksonville; does related work as required. Work is performed under the regular supervision of the Facilities Manager.
Essential Functions/Typical Tasks: Overseeing implementation of energy conservation program, policies and measures; developing grant applications and providing grant oversight; preparing and maintaining files and records.

Plans, organizes, analyzes and directs the administration of the City’s energy management program, including accountability, implementation and compliance. Analyze current energy usage and develop energy management plan in order to provide proper environmental conditions with cost effective energy utilization Responsible for the City’s HVAC control and energy tracking computer system Advises and recommends alternative energy sources, consumption and general energy conservation measures Responds to and provides energy conservation input for procurement Responsible for grant oversight and programmatic reporting to Department of Energy. Compile utility and energy conservation measure cost estimates. Performs related tasks as required.
Knowledge, Skills and Abilities: Thorough knowledge of the principles and practices of energy conservation and best management; thorough knowledge of modern methods and techniques as applied to energy conservation; ability to communicate ideas effectively both orally and in writing; ability to calculate complex cost reports; ability to establish and maintain effective working relationship with associates, contractors and the general public.
Education and Experience: Any combination of education and experience equivalent to graduation from an accredited community college with major course work in mechanical engineering, engineering technology or closely related field and at least 2 years experience in skilled maintenance repair or construction work related to building maintenance.
Physical Requirements: This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires standing, walking, sitting, climbing, stooping, pushing/pulling, reaching, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, and for observing general surroundings and activities; the worker is occasionally subject to adverse environmental conditions.
Special Requirements: Possession of an appropriate driver’s license valid in the State of North Carolina. Employee may be called upon in case of a disaster, either natural or man-made, to serve the Citizens of Jacksonville and failure to serve when required may result in personnel action. Service to the Citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description
