Summary of Specifications:
A. PURPOSE The City of Jacksonville is soliciting written proposals from experienced firms to complete a Downtown Circulation and Parking Study. The purpose of the Downtown Circulation Study is to evaluate the transportation system within the downtown Jacksonville area (see attached map). This is inclusive of all modes: cars, trucks, buses, bicycles, and pedestrians. Also to be addressed is the interconnectivity of the modes with each other and adjacent land uses. Additionally, parking for cars and bicycles, bus stop and pedestrian amenities, and truck/freight loading areas should also be included as an integral part of the study. The Study should also include recommendations for existing and future year redevelopment conditions. B. BACKGROUND The City of Jacksonville is located in Onslow County, North Carolina and is home to the following USMC military installations: Camp Lejeune, Camp Geiger, Camp Johnson and New River Air Station. The 2013 City population, as determined by the North Carolina Office of State Budget and Management, is approximately 78,190 and includes portions of the aforementioned military installations. Additionally, the City continues to grow on its urban fringe and outlying areas. It is anticipated that the population of Jacksonville will be approximately 104,675 by 2020. The Jacksonville City Council adopted a Downtown Master Plan in 1999. The Plan was updated in 2007 with an acknowledgement that ¡§the streets, sidewalks, and bikeways within a downtown embody essential elements contributing to the urban form and community character of the area.¡¨ The completion of the US 17 bypass in 2007 has greatly reduced the traffic in the Marine Boulevard/Johnson Boulevard area and by extension, the rest of the downtown area. The transportation recommendations of the updated Downtown Master Plan, in light of recent developments, need to be revisited to develop a cohesive, multimodal transportation system in the downtown area. Redevelopment of the downtown area is a priority of the City and the land uses and transportation system will need to operate cohesively. C. SCOPE GUIDANCE The scope of the Study is an analysis of transportation (circulation and parking) in relation to current and future land uses along with recommendations for improvement. A map of the area is included as Attachment 1. Required consultant services may include, but are not limited to: a) Public outreach b) Attendance at meetings c) Traffic analysis a. Traffic counting b. Corridor traffic analyses c. Crash analyses d. Critical movement summations e. Intersection/roadway alignment analyses f. Sight Distances g. The presentation shall include the preparation of graphics illustrating appropriate elements of the analysis D. CITY OF JACKSONVILLE RESPONSIBILITIES The City will, to the extent practicable, provide the following: a. Assistance in determining the scope and parameters of the Study, including identification of the study area and information about planned roadway improvements, approved development projects, background growth rates and expected build-out period(s) b. Current traffic counts and signal information, as available c. GIS base data d. Timely review and comment on the Study documents/reports prepared by consultant e. Assistance in all public outreach efforts E. Responses to the requests for clarifications shall be posted on the JUMPO webpage (www.jumpo-nc.org) by the close of business on August 13, 2015. F. EVALUATION CRITERIA A selection committee comprised of City of Jacksonville staff and other identified stakeholders will select the most qualified firm based on, but not limited to, the following considerations: „X Competence, including technical education and training of key personnel, and experience in previous undertakings of this kind of project „X Creativity in approach to the scope of work „X Availability of adequate personnel and equipment „X Past record of professional accomplishments and list of references „X Past record of performance for the City and/or for other governmental entities „X Demonstration that there is no conflict of interests of the firm or parties involved in this project 4 City of Jacksonville Downtown Circulation Study RFP „X Ability to communicate effectively with citizens and public officials „X Percentage of work to be completed by a certified MBE/DBE firm The City may invite selected consultants to participate in an interview or request additional details as part of the selection process. G. SUBMITTAL OF PROPOSALS Proposing firms are to submit one original and four (4) copies of their proposal by 4:00 PM EDT on Friday, August 20, 2015. Proposal transmittal letter ¡V Not to exceed two pages and identifying the individual responsible for committing the firm. 2. Proposed scope of work in response to the RFP ¡V Scope shall address the firm¡¦s understanding of the work to be performed, including identification of specific tasks, timelines and work effort (personnel hours by task). Proposing firms are encouraged to identify opportunities to perform the work in the most cost-effective and innovative manner. 3. Qualifications of the firm(s) ¡V Experience of the firm in conducting downtown studies within the past five years. This section should be limited to no more than 15 pages. Each firm must solicit minority participation if subcontractors are to be used. Only qualified minority companies registered with the State of North Carolina¡¦s Historically Underutilized Business are considered towards meeting the minority participation goal of 10%. If subcontractors are to be used, provide brief statements of similar type work performed within the past five years. 4. Qualifications of proposed staff ¡V Include a brief resume of proposed staff accompanied with the identification of similar work the proposed staff has participated in within the past five years. The same information should be provided for any subcontractors. Include professional licensure and software capabilities. 5. Project management ¡V Provide an explanation of the project management system and practices used to assure that the project is completed within the scheduled timeframe and that the quality of the products will meet the City¡¦s requirements. 6. References ¡V Provide at least three references for which similar work was provided within the past five years. Client contact person name, with address and telephone number, are to be provided. References for subcontractors shall also be provided. 7. Cost proposal ¡V Proposing firms are to prepare a cost proposal for each work effort that includes a breakdown of expenses by proposed task. The cost proposal shall include all items that will be charged to the City, including travel and other direct charges that will 5 City of Jacksonville Downtown Circulation Study RFP be involved in the project. Costs shall be segregated to show staff hours, rates and classification and administrative overhead. If subcontractors are to be used, the prospective contractor must indicate any mark-up. H. CONTRACT TYPE A not-to-exceed contract to be paid in accordance with an Earned Values Schedule is anticipated. The consultant shall forward invoices upon completion of identified milestones. Each invoice shall include a detailed description of the work performed, identify any problems incurred and include suggested remedies in order to keep the project on schedule. Each invoice shall identify the total contract amount, the amount previously invoiced and the remaining balance of the contract. The consultant shall comply with Federal and North Carolina requirements. This contract will be subject to a financial assistance contract between the City and the North Carolina Department of Transportation (NCDOT) providing a 23 USC 104(f) grant. The consultant shall not perform any act, fail to perform any act, or refuse to comply with City of Jacksonville, NC requests which would cause the City of Jacksonville, NC to be in violation of the NCDOT terms and conditions. The consultant will be required to procure and maintain insurance for protection from claims under workers' compensation acts, claims for damages because of bodily injury including personal injury, sickness or disease or death of any and all employees or of any person other than such employees, and from claims or damages because of injury to or destruction of property including loss of use resulting therefrom; errors and omissions liability insurance; and any other insurance prescribed by laws, rules, regulations, ordinances, codes or orders, as well as comply with requirements of the City. A full list of requirements is available upon request. Vendor must obtain and provide proof of the following types of insurance with the dollar limits designated, if the box is checked. 1.
