REQUEST FOR BIDS AND CONTRACT Bid No. FY 14-05 COMMERCIAL REFUSE/RECYCLING COLLECTION PROGRAM Notice to Bidders Intent of Request for Bids and Contract While the City is soliciting competitive bids from private firms, the City’s Sanitation Department will be submitting an independent cost analysis to provide this same service for review and comparison by Management. The City of Jacksonville, North Carolina, requests a written bid from qualified contractors to perform a commercial refuse collection program and a commercial recycling collection program for a five (5) year contract to start on July 1, 2014. The Contractor for the commercial refuse collection and the commercial recycling program shall furnish, at their own expense, all labor, equipment, vehicles, tools, buildings, land, operating and associated capital required to perform the services requested in this Request for Bids/Contract (RFB/Contract). Except as followed, the City will provide the roll-out container for commercial businesses participating in the commercial recycling program whose locations have been deemed too small to accommodate a dumpster. The City currently has a commercial refuse collection program that consists of approximately 834 commercial businesses with approximately 1125 dumpsters inside the City of Jacksonville. The commercial recycling collection program presently consists of 52 commercial customers with 55 recycling dumpsters and 167 commercial customers with 378 64-gallon roll-out containers. Pre-Bid Conference and Request for Addendum The City Manager’s Office will hold a pre-bid meeting on December 12, 2013 at 2:00 p.m. in the New Bridge Conference Room located in the City of Jacksonville City Hall, 815 New Bridge Street, Jacksonville, NC 28540 to review the RFB/Contract and to answer any questions. All requests for clarification or changes to the RFB/Contract shall be directed to Tamara Matthews, Contract Specialist, at tmatthews@jacksonvillenc.gov or (910) 938-6550. No oral communications from any representatives of the City shall be considered in any way binding. Any changes or clarifications shall be issued to all prospective bidders in the form of a written addendum.
