Memorial Park Shoreline Pathway scope of work reflects the rehabilitation/ reconstruction of the existing pathway along the waterfront from the pedestrian bridge, south to the fishing pier within Memorial Park. The project includes the addition of landscaping, seating plaza spaces, new lighting, stormwater rain gardens and additional areas for public art, memorials, and site amenities. The scope of work for the project includes but is not limited to construction of concrete curbs, concrete sidewalks, ADA ramps, bituminous walk, pavement, pavement striping and markings, gravel lok pavement, plantings, site lighting, slope stabilization, site furniture, and associated site construction as identified on the Contract Documents.

Additional Bidding Instructions

All prospective bidders must register by email to Daniel Biggs at BiggsD@wseinc.com to receive access and view project documents online free of charge beginning Tuesday, January 6th, 2026. Registered plan holders may download Bidding Documents, Drawings, and Specifications, as well as receive any addenda. All prospective bidders must attend a mandatory site visit to be held at 1:00 PM on January 15th, 2026.

Each proposal shall be accompanied by a certified check, or bid bond executed by a surety company, in the amount of not less than (10) percent of the total amount of the proposal, conditioned that if the proposal is accepted, the bidder will enter into a contract for the work and that he will execute such further security as may be required for the faithful performance of the Contract.

All bids must be submitted in sealed envelope bearing on the outside the name of the bidder, its address, and endorsed with the name of the project. “Memorial Park Shoreline Pathway Project – due January 29th, 2026.”
