The purpose of this Request for Proposal (RFP) is to receive competitive proposals for engineering services associated with addressing needed maintenance and upgrades to wastewater infrastructure serving a portion of the Couse Sewer District and General Sewer District to address lifecycle issues, operation and maintenance challenges, and anticipated additional development. An Engineers Report will be developed which identifies a recommended alternative; provides a schedule, cost estimate, and prioritization framework; and is approved by the involved regulatory agencies
A map of the project area is shown in Appendix A, and generally involves three (3) sewage pump station rehabilitation projects, flow monitoring, and identifying conveyance system capacity and/or condition upgrades. The Town is separately advancing upgrades to a fourth station, Corliss Pump Station, which receives all flows generated by the upstream portion of the Project Area. Prior to preparation of final design plans and specifications, the Town requires an experienced and qualified engineering firm to prepare an Engineers Report addressing the objectives and tasks presented below. The Engineers Report will provide the basis for decision making by the Town, design of any identified improvements, and will facilitate ongoing coordination with involved permitting agencies.
