The Greater Tompkins County Municipal Health Insurance Consortium (“GTCMHIC”) is seeking insurance quotes from qualified insurance carriers to provide dental benefit coverage to its eligible members. The Consortium, a shared service organization, is made up of 78 municipal partners, each of which may offer varying benefit designs to their employees. While two general plan designs—High Option and Low Option—are currently in use by our larger municipal members, these are illustrative of the types of benefits members may adopt. Detailed descriptions of these plans are included with this RFQ for reference, see Appendix A.
Given the wide range of collective bargaining agreements across our member municipalities, it is essential that any proposed program provide benefits equal to or better than the current offerings. Quotes will be evaluated based on three primary criteria: premium rates, overall benefit value, and the strength and accessibility of the dental provider network. The GTCMHIC Executive Committee will be closely involved in the evaluation of submissions. The Consortium’s overarching goal is to identify cost-stable, high-quality dental benefit options that can be made available to our current and future municipal membership. To support this process, the Consortium has involved Locey & Cahill, LLC to assist in gathering and reviewing the necessary information to select a qualified insurance carrier.
