. BACKGROUND
The mission of the Rochester City School District (RCSD) is to provide a quality education that ensures students graduate with the skills to be successful in a democratic society and the global economy.  The RCSD has over 60 schools and programs and serves nearly 28,400 students in grades Pre K-12. 
 
Within the District, we have 3,417 Pre-K students enrolled, 5,868 Students with Disabilities, 4,510 English Language Learners (ELLs), and 6,500 full time equivalent employees . 
Four of the District’s priorities include; racial equity, its budget, Special Education, and graduation rates.  While the District has achieved its highest graduation rate in more than a decade, more work is underway to ensure all students are crossing the finish line.

The District is currently led by Mr. Terry Dade, Interim Superintendent. Mr. Harry Kennedy, Chief of Human Capital Initiatives, Mrs. Aneli Rivera-Nothnagle, Director of Employee Benefits and Mr. Robert Franklin, Chief Financial Officer who is responsible for the management and oversight of the Districts benefits program as follows:
              Active Subscribers – 4,891
              Retiree Subscribers – 4,700  
              Currently, the District offers Life/AD&D as well as Long Term Disability for specific groups of employees. They are currently fully insured through MetLife. There are currently 53 enrolled in the Long Term Disability and 1,700 enrolled in the Life/AD&D policy (see attached census file).
              Collaboration with labor, transparency, data and information are key components to the District’s ability to manage and control cost.  Lawley is the point of accountability to ensure negotiated benefits are delivered to the members entitled to coverage at the best possible combination of quality, comprehensiveness and cost.
GOALS & OBJECTIVES
The goal of this RFP is to find a best in class Insurance Carrier who will partner with Rochester City School District to offer competitive Ancillary insurance packages while containing costs.
