TO: ALL AGENCIES FROM: Fawn A. Tantillo DATE: August 4, 2005 RE: RFP-UC 05-90 REQUEST FOR WIA TITLE I YOUTH PROGRAM PROPOSALS
The Ulster County Office of Employment and Training (OET), at the direction of the Ulster County Workforce Development Board (WDB), is requesting additional proposals for the design, administration, and operation of year-round youth programs. It is the judgment of the WDB that current youth program providers are operating at capacity and an additional provider is required. The objective of this solicitation is to introduce new ideas, expand our program base, solicit an additional agency and program to supplement the current providers and deliver a range of employment and training activities for income-eligible youth (14-21) in Ulster County.
The Request for Proposal (RFP) provides the general guidelines for programs that are eligible for funding under Title I of the Workforce Investment Act (WIA) of 1998 and the specific requirements for proposal reply. It is estimated that up to $60,000 will be available for youth program contract awards.
Additionally, be advised that youth programming under WIA is considered “year-round” and must incorporate the ten program elements listed in the RFP and that a summer employment opportunity is one of these elements.
If your organization can develop a program that is responsive to the needs and intent expressed in the RFP, then you are encouraged to submit a proposal. The RFP can be found at the Ulster County Purchasing Department website. Vendors must register in order to access bid documents. Be sure to have your Federal I.D. # available when you register. The website is: www.co.ulster.ny.us/purchasing . Please review the attached letter from Ulster County Purchasing for more information. Please note that venders may register for free in order to obtain bidding documents. If you wish to have a paper copy of the RFP mailed to you, please call (845) 340-3170 to request it.
