RFB-UC14-18 - Preparation for Removal of Oil Tanks

Summary of Specifications:
The Ulster County Department of Public Works completed the conversion of heating fuels from fuel oil to propane at our substations. To complete this process we have to deregulate the fuel oil tanks that are no longer in use as per New York State Department of Environmental Conservation (NYSDEC) requirements. There are ten tanks to empty and clean before the tanks are accepted as scrap as per NYSDEC requirements. Disposal of the cleaned tanks is to be performed by Ulster County. 

The scope of work is to salvage the remaining usable product in the tanks. The awarded bidder will pump and transfer the usable product into the existing heating oil tanks at the Ulster County Quarry locations in Kingston and Ellenville. The total amount of fuel oil is approximately 2,680 gallons. 

The usable product from the Sundown, Ulster Heights and Shandaken locations will be pumped and transferred into an existing heating oil tank at the Ellenville location. All other usable product will be transferred to our Kingston location. 

The unusable product is to be disposed of properly with the waste created from the cleaning process. Ulster County is to be provided with a copy of all documentation of the transporting and proper disposal of the usable and unusable products. 

Any tanks within a structure will be relocated for cleaning purposes by Ulster County once usable product is removed.
