Summary of Specifications:
The purpose of this RFP is to obtain proposals for securing the service of a firm to prepare a Multi-Jurisdictional All-Hazard Mitigation Plan for Ulster County.
As described in 44 CFR Section 201.6 (Local Mitigation Plans) and the Disaster Mitigation Act of 2000, all local governments are required to have an approved mitigation plan to receive Hazard Mitigation Grant Program project grants. To fulfill this requirement, Ulster County and its 20 towns, 2 villages (Ellenville is excluded as they have already received a planning grant) and one (1) city seek consultant services for the preparation of a Multi-Jurisdictional All-Hazard Mitigation Plan that meets the standards of, and is approved by, the Federal Emergency Management Agency (FEMA) and the New York State Emergency Management Office (SEMO).
The Multi-Jurisdictional All-Hazard Mitigation plan is the representation of the jurisdictions’ commitment to reduce risks from natural hazards, and to serve as a guide for decision makers as they commit resources to reducing the effects of natural hazards. The Plan will also serve as the basis for the State to provide technical assistance and to prioritize project funding.
The County of Ulster, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 hereby notifies all respondents that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
