Overview
The Ulster County Planning Department, in partnership with local housing and workforce development stakeholders, will develop a strategic plan to address housing affordability through modular construction methods. The intended result of the plan is, through a public-private partnership, the development of a modular/panelized construction facility in Ulster County, NY, dedicated to producing new affordable housing. This plan and facility will also provide educational and workforce training opportunities aligned with Ulster County Executive Order 1-2023 and the NYS Climate Leadership and Community Protection Act. This effort aims to reduce housing costs, expedite construction timelines, promote sustainable practices, and support economic development in Ulster County by fostering a modular and panelized construction industry. Throughout this Request for Proposals and Scope of Work, the term “modular construction” or “modular construction facility” is used in a general sense to refer to construction methods involving the off-site prefabrication of either 2D panels or 3D volumetric units. These components are manufactured in a factory setting and transported to the construction site for assembly. These designs and techniques include but are not limited to 2D panelized construction, 3D Volumetric Modular Construction, 2D and 3D hybrid modular construction, and structural insulated panels (SIPs). As part of this strategic planning process, we expect that the most appropriate and suitable type of modular design and technique(s) will be identified and chosen for incorporation into the modular construction facility. This process will ensure that the facility meets the needs and demands of the regional construction and development community and can help them achieve cost savings and other benefits for current and future housing projects.
