Summary of Specifications:
The 2008-09 New York State Budget provided funds to the NYS Housing Trust Fund Corporation (HTFC) to develop and administer the Greater Catskills Flood Remediation Program. The goals of this program are to remove people from harm’s way and enable homeowners to relocate from areas that remain vulnerable to flooding. As a result, Ulster County will purchase eligible one- or two-family homes that have been damaged by flood since April 1, 2004 and are further determined to be at future risk. Homes purchased will be demolished and then dedicated for open space, recreational, wetlands, or flood mitigation purposes. The purpose of this bid is to obtain qualified, licensed demolition contractors, as determined to be in the best interest of Ulster County on an as needed basis. The existing structures may contain some salvageable materials, such as brick, lumber, woodwork, fixtures, etc., and the materials shall become the property of the selected contractor upon completion of the demolition projects. 37.1 Work shall include the razing and demolition of all homes, removal of all junk, trash and debris existing both before and after the demolition, and clearance and restoration of the site, including leveling the ground. In the event the Emergency Management department is notified or determines that there is asbestos within the buildings, it will require removal by a certified asbestos removal contractor. Contractor shall be property classified by the State of New York with the Contractor’s Department of Business Regulation for the demolition work required under this agreement. Contractor shall submit construction documents and a schedule for demolition when required by the code enforcement official or County representative (Chapter 33 – Safeguards During Construction – Section 3303 – Demolition – 3303.1 – Building Code of New York State).
