PROPOSED SOLE SOURCE AWARD TO CENTER FOR SAFETY AND
CHANGE, INC. TO PROVIDE NON-RESIDENTIAL DOMESTIC VIOLENCE SERVICES - $400,679
The County of Rockland Department of Social Services is considering the issuance of a Sole Source award to Center for Safety and Change, Inc. for the provision of Non-Residential Domestic Violence Services to residents of Rockland County. Funding amount is contingent on the adoption of the County of Rockland 2019 Annual Budget. As such, the final funding amount may differ from the estimated amount provided in this notice.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
Program:
Provide the services indicated below to a minimum of 1210* unduplicated individuals who are victims of all forms of intimate partner violence including domestic violence, sexual assault, dating violence, stalking, and human trafficking who do not require or desire residential placement.
Program Target Outcomes and Services include, but are not limited to: [numbers indicated below are minimum numbers required]
- Serve a minimum of 1210* unduplicated individuals with:
- Respond to 1,720 crisis hotline calls
- Conduct 8,500 counseling and crisis intervention sessions
- Provide 8,000 advocacy and accompaniment services
- Develop 2,500 safety plans with victims
- Facilitate 275 support group meetings
- Arrange for and provide 175 initial legal consultations
- Arrange for and provide 1,000 transportations
- Facilitate 515 presentations to increase awareness
- Attend 50 community events and distribute information
- Respond to 12,000 information and referral requests
- Respond to needs of 1,210 unduplicated victims of domestic violence and intimate partner violence
- 97% of new clients will have a safety plan within 30 days of intake
- 90% of all clients served will have an increased awareness of service options and information on how to access those services
*Minimum number of individuals to be served in 2019
If any of the above-referenced minimum required numbers are not met during the course of the contract term, the contract amount will be reduced proportionally.
Services, programs, policies and procedures to meet the needs of the diverse population of Rockland County including the immigrant and other underserved communities.
Provide services when victim provides oral and/or documentary information to establish eligibility as defined by 18 NYCRR Part 462.2(d), regardless of income or immigration status.
Demonstrated Successful Experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met.
Provider will maintain and submit detailed records indicating all Performance Target Outcomes and contract requirements have been met throughout contract term to DSS upon request.
Provider will refer clients, as appropriate, to the New York State's MyBenefits website, to inform them about various assistance programs and supportive services.
Provider will:
- submit quarterly, year-end, and any other reports as required by the Department of Social Services
- maintain records indicating all Performance Target Outcomes have been met throughout contract term and provide records, to the Department of Social Services, containing substantive information to include, but not limited to, log sheets for clients served [client identifier numbers] and specify services provided, attendance lists and presentation materials for each group activity, event and presentation; safety plans
- Provider ensure that its information, and all updates, are provided to and contained on the “2-1-1- database system”. Provider will contact Hudson211 to complete the required forms within thirty (30) days of contract execution; [2-1-1 is a program of United Way in the Hudson Valley].
Provider must include a written attestation that it will be delivering one or more of the following services to all of its clients, as applicable, under the resulting contract:
o Child Preventive Services (referral, monitoring supportive and rehabilitative services provided to children under the age of 18 and their families to avert disruption of family unit)
- Child Welfare Services (services to protect and promote the welfare and safety of all children, including individuals with disabilities; homeless, dependent or neglected children)
- Family Preservation Services (services for children and families designed to prevent harm to children and help families at risk or in crisis) o Family Support Services (community-based services to promote the well-being of children and families designed to increase the strength and stability of families and enhance child development)
This notice is issued for informational purposes only and is NOT a request for competitive quotes.
Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on November 15, 2018. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting an expression of interest must meet the following requirements:
- Must be currently be certified as a New York State Office of Children andFamily Services certified Domestic Violence agency
- Must currently be a New York State Department of Health designated Rape Crisis Program
- All direct service employees and volunteers must currently be certified Rape Crisis Counselors
- Deputy Executive Director of Programs and Clinical Services and Deputy Executive Director of Domestic Violence Services/Employee Relations must currently be New York State Department of Criminal Justice Services Police Academy Training Certified
- Must complete the New York State Victim Assistance Academy training
- Must currently have an existing 24/7 telephone hotline in place
- Must currently have an existing Domestic Violence Non-Residential program in operation
- Demonstrated successful experience in providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met
- Must be located in Rockland County and have established services locations in New City, Spring Valley, Haverstraw and Suffern (Special Victims Center) or other safe location requested by client
- Must be accessible by public transportation
- Must currently have service coordinators on staff reflecting the diversity of Rockland County including Asian, African-American, Latino/Latina, Haitian,Orthodox Jewish, and Lesbian/Gay/Bi-Sexual/Transgender/Questioning)
- Must currently have multi-lingual (English, Spanish, French/Creole, Hebrew, Yiddish, Hindi) staff to provide services
- Must currently have 24/7 access to Language Line services which enable conversations to be translated into over 200 languages and dialects
- Must currently have appropriate security systems in place in all locations providing services
- Must currently have a Post Office box available for secure correspondence with agency staff.
- Must currently have a web-based data base system to record and track information regarding initial intakes, demographic data, referrals, services provided, and anecdotal information.
- Regular attendance at Haverstraw, Spring Valley, Nyack, and WesternRamapo Collaborative meetings
- Be a 501 (c)3
- Be governed by a Board of Directors
- Be up-to-date with all IRS filings
- Be up-to-date with all NYS filings
- Have a 2019 budget with Board approval
- Be fiscally sound
- Have a Non-discrimination Policy
- Have a Conflict of Interest Policy
- *Provide a copy of agency’s most recently filed 990 IRS Form[*must be provided before any contract will be issued for 2019]
- Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request
- Submit quarterly, year-end, and any other reports as required by the
- Department of Social Services, including but not limited to: log sheets for clients served and specify services provided, attendance lists and presentation materials for each group activity, event and presentation; safety plans
- Be available for on-site visits, announced and unannounced
- Submit quarterly vouchers
- Vouchers that are not supported by the proper documentation and/or not provided to RCDSS within thirty (30) days of the end of each quarter, or upon request by RCDSS, will not be considered for payment by RCDSS.
