Summary of Specifications:
The County of Rockland is issuing this Request for Bids (RFB) to select a firm using the Federal Transit Administration’s Third Party Contracting Guidance (C.4220.1F), to operate the Transport of Rockland and Tappan Zee Express public transit service. The COUNTY is seeking competitive sealed bids for the provision of fixed route services and bus maintenance services. The County has prepared this Request for Bid (RFB) and an Agreement (see Attachment M ) that define the scope of services, performance standards, term, compensation mechanism, insurance requirements, and other contractual issues. Attachment A – “Appendix A, General Terms and Conditions for Department of General Services Purchasing Division Contracts”, a separate attachment to this solicitation, is hereby expressly made a part of this Bid Document as fully as if set forth at length herein. Please retain this document for future reference. Bidders shall download, read, and acknowledge acceptance of Appendix A-General Terms and Conditions on the Bid pricing instructions page. The successful Contractor will be required to enter into an agreement for a term of five (5) years, upon the approval of the contract by the Rockland County Legislature. The actual contract start date will be agreed upon between the County and the Contractor and shall not exceed sixty (60) days notice from the issuance of a Notice to Proceed. The County retains the right to provide the facility required to provide these services after the initial three (3) year term of the contract. The contract will be based upon a firm fixed price structure (including a fuel cost escalation clause). Contractors bid response shall demonstrate Contractor’s capability to satisfy the requirements of this RFB, and the Agreement for Public Transit Fixed Route and Bus Maintenance Services. Each bid response shall be submitted in the requested format and shall provide all pertinent information, including but not limited to information relating to operational capability, experience, financial resources, management structure and key personnel, and other information as specified in this RFB.
