RFP-RC-2025-030 - Site Lease(s) for Use of Space on Various County Communication Towers

The purpose of this RFP is to inform the private sector of a potential business opportunity to enter into a Lease Agreement(s) for the use of space on public safety communications towers as detailed in this solicitation for the purpose of wireless communication.
The County of Rockland seeks to enter into a Lease Agreement with qualified wireless communication service providers (hereinafter “Proposers” or “Lessees”) for the use of designated space on County-owned communications towers and related facilities. The primary objectives are:

1. To maximize the safe and efficient use of County communications towers while preserving space for County public safety needs.
2. To provide opportunities for wireless service providers to install and operate equipment in support of their licensed operations.
3. To require cost-sharing of common facilities and improvements in a fair and transparent manner.
4. To protect the County’s operational, legal, environmental, and financial interests through clear contractual obligations.
5. To ensure compliance with all applicable federal, state, and local regulations, including but not limited to FCC and FAA requirements.
