Summary of Specifications:
Purpose The purpose of this RFP is to inform the private sector of a potential business opportunity to establish a contract for Consulting Services to perform a Transit Maintenance Expansion Environmental Analysis and Documentation Task as specified in the Scope of Objectives in Section 2 of this solicitation. The Rockland County Department of Public Transportation (RCDPT) has long desired to have a county owned centralized bus storage and maintenance facility, as is standard in the industry. This saves the county money and also allows RCDPT to better oversee the operation and maintenance of its fixed-route and paratransit services. The proposal is to expand RCDPT’s existing facility at Building T, located in the County’s Dr. Robert L. Yeager complex at 50 Sanatorium Road in Pomona, NY, to accommodate the current and future service needs. 1.2 Background Building T currently houses RCDPT administration, RCDPT’s TRIPS Para-transit operations and the Planning Department. This building was erected in 1998 on County owned property using FTA and State funds and, as with all FTA funded buildings, the building’s use is relegated to transportation related activities. This footprint of the facility provides adequate space and logistics to handle a 90+ bus operation, and with some modifications can become a premier bus maintenance facility yard, as was originally intended. An approximate description of the 26,000 square foot facility is as follows: • Approximately 6,600 sq ft of office area, of which about 25% is available • A 6,400 eight-bay bus area (100 ft by 64 ft) • Two bay lift area of 42 by 48 ft • Bus wash bay of 48 ft • Tire and parts storage areas • Battery and fluids storage areas • 4 locker rooms, with showers • Dispatch and receiving area • Driver “ready-room” • Diesel fueling tanks (10,000 gallons) • 110, 220, and 440 electric services • Large backup natural gas generator • All bays are “drive-through”, meaning garage door accessible at both ends • Employee parking On 23 October 1995 the FTA determined that “the proposed bus facility would have no significant impact and meets the environmental criteria of a Categorical Exclusion under 23 CFR 771.117(d)(8) [Bus storage and maintenance facility] and (10) [bus transfer facility] and as such met the requirements of the NEPA process.” This was based on the Final Report for Rockland County Trips Vehicle Storage and Administrative Office Facility, dated June 1995.
