PROPOSED SOLE SOURCE PURCHASE TO PROVIDE AND IMPLEMENT THE PULSEPOINT FOUNDATION CPR-TRAINED BYSTANDER RESPONDER MOBILE PHONE APPLICATION (APP) The County of Rockland intends to purchase and implement the PulsePoint Foundation CPR-Trained Bystander Responder Mobile Phone Application through their sole-source provider, Physio Control, for Emergency Response Training markets. This application allows ordinary citizens trained in cardiopulmonary resuscitation (CPR), who voluntarily download the application to their mobile phones, to receive text-message notifications from the County's PSAP, advising them that someone is in their vicinity is having a cardiac emergency and could benefit from "bystander administered" CPR or defibrillation prior to the arrival of an EMS team. This purchase includes the one time implementation fee for Tier 2 coverage (300,000 -$749,000 people) and the annual PulsePoint Licensing Fee, all necessary professional marketing materials for system launch. The implementation shall include interface testing and validation, technical training on the administration of the portal, connection to County of Rockland PSAP, etc.
