PROPOSED SOLE SOURCE AWARD TO ROCKLAND OPPORTUNITY DEVELOPMENT ASSOCIATION, INC. TO PROVIDE INFORMATION AND REFERRAL SERVICES AND PARENTING SKILLS EDUCATION IN ROCKLAND COUNTY - $45,300
The County of Rockland is considering the issuance of a Sole Source award to Rockland Opportunity Development Association, Inc. (“the Agency”) for the provision of Information and Referral and Parenting Skills Education to residents of Rockland County. Funding amount is contingent on the adoption of the County of Rockland 2017 Annual Budget. As such, the final funding amount may differ from the estimated amount provided in this notice.
This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.
Program/Services
Information and referral services.
Needs assessment for individuals and/or families seeking information and referral services.
Assist individuals and/or families to screen for eligibility and assist them to complete applications for government benefits programs.
Assist individuals and/or families with navigating government healthcare programs.
Provide information and answer questions regarding available resources for County, State and Federal programs and services.
Make appropriate referrals and connections to appropriate government or and/or other agencies.
Provide Parenting Skills training focusing on child development, behavioral, emotional, and academic issues.
Comprehensive, culturally competent, and linguistically appropriate services to low income individuals and/or families who face language, cultural, financial and/or systemic barriers
Provider will refer clients, as appropriate, to the New York State's MyBenefits website, to inform them about various assistance programs and supportive services
Demonstrated successful experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met.
Provider must include a written attestation that it will be delivering one or more of the following services to all its clients, as applicable, under the resulting contract:
- Child Preventive Services (referral, monitoring supportive and rehabilitative services provided to children under the age of 18 and their families to avert disruption of family unit)
- Child Welfare Services (services to protect and promote the welfare and safety of all children, including individuals with disabilities; homeless, dependent or neglected children)
- Family Preservation Services (services for children and families designed to prevent harm to children and help families at risk or in crisis)
- Family Support Services (community-based services to promote the well-being of children and families designed to increase the strength and stability of families and enhance child development)
Program Goals and Services for above include, but are not limited to:
- A minimum of 1,460 unduplicated eligible individuals and/or families will receive Information and Referral services
- A minimum of 900 unduplicated eligible individuals and/or families will receive assistance with screening and/or applying for government benefits programs
- A minimum of 2 Parenting Skills education sessions per year will be held with at least 300 parents in attendance at each session
Demonstrated successful experience providing the above services to eligible individuals and families by records indicating Performance Target Outcomes have been met.
