Summary of Specifications:
PROPOSED SOLE SOURCE PURCHASE OF SCANNING, INDEXING AND UPLOADING OF BOUND MORTGAGE BOOK IMAGES USING COTT SYSTEMS ONLINE INDEX BOOK SOFTWARE AND COTT SYSTEMS RESOLUTION3 SOFTWARE SYSTEM The County of Rockland intends to issue a Sole Source award to Cott Systems. This purchase will be made on a sole source basis in accordance with the Rockland County Procurement Policy and shall be an addendum to the County’s current Master Agreement with Cott Systems. This notice is issued for informational purposes only and is NOT a request for competitive quotes. The Online Index Books (OIB) software product was designed by Cott Systems to be a companion product with Resolution3. OIB and Resolution3 were designed to utilize the same user interface from a Public search perspective. This results in a seamless user experience offering a "one stop" site to search both contemporary and historical land records. Internet subscribers need only to create and fund a single user account to participate in ecommerce. The Public can access and send images from both products to one common "shopping cart" before checking out. In addition to the search benefits both systems can be backed up together and supported by one vendor. Cott Systems will provide On-site scanning services to electronically capture images of the following Record Books and make them available for processing in Cott's Online Index Books project for Deeds & Mortgages from 1798 through 1929 Any interested party that believes they can provide the software and services noted above, as supplied by Cott Systems should submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met; no later than COB January 30, 2014 (14 days) of this announcement. Specific prior experience in interfacing with or using Cott Systems software is required. A determination by the County not to compete the proposed contract is solely within the discretion of the County. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive solicitation.
