Summary of Specifications:
The purpose of this RFP is to inform the private sector of a potential business opportunity to provide Project Labor Agreement (PLA) Consulting to the County of Rockland on an as-needed basis. Rockland County intends for this Request for Proposal to result in the selection of a Qualified Project Labor Consultant for Services in the area of PLA. Various Departments, on an as needed basis and as approved by the County Attorney, shall contact the awarded firm to satisfy their needs as they arise. The requesting agency shall write up project specific Scope of Objectives and the selected firm shall provide a project specific Scope of Objectives as indicated elsewhere in this solicitation. PROJECT BACKGROUND A Request for Proposal was let out in 2007 and two (2) firms were placed on the Qualified Suppliers List. This new solicitation will only award to one firm as there has not been usage to justify multiple awards. Pursuant to the “New York State Thruway” case, the consultant shall need to render a detailed quantification, in real dollar terms, of projected savings on the project from the use of a PLA. The quantification should incorporate the value of the Project’s timely completion, the no-strike clause, the use of working forepersons, the elimination of worker breaks and any other discernable savings, the nature of public construction in the Hudson Valley, the relative use of union and non-union labor and the history of regional labor strife on public construction should also be researched.
