The intent of the County of Rockland is to establish an Emergency Overnight Warming Center, for operation at the Robert L. Yeager Health Complex in Pomona, New York to shelter homeless adult individuals in the County of Rockland, during periods of inclement winter weather when air temperatures are at or below 32 degrees Fahrenheit, including National Weather Service calculations for wind chill, during the hours of 6 p.m. through 6 a.m.
The County’s intent coincides with the objectives of the Governor’s Executive Order, Emergency Measures for the Homeless During Inclement Winter Weather, 18 NYCRR Part 304 and §304.1, to provide for the health, safety and general welfare of vulnerable individuals. The objectives will ensure that homeless individuals are directed to a warming center during inclement winter weather which can cause hypothermia, serious injury and death. The County of Rockland, in providing for the operation of a warming center at its facility and working with police agencies, will help protect homeless individuals, ensuring that they receive assistance as needed. The County will provide safe, clean, well-maintained facilities, to be operated and supervised by the successful proposer.
