Summary of Specifications:
The Rockland County Department of Social Services (DSS) is requesting proposals from qualified not-for-profit organizations to provide successful, best-practice, cost-effective services for the County’s Non-Secure Detention (NSD) Services. NSD services consist of short-term supportive residential care for juveniles awaiting court processing in accordance with provisions of the New York State (NYS) Family Court Act and regulations of the NYS Office of Children and Family Services (OCFS). NSD services must be provided in Rockland County, NY. DSS estimates the need for one (1) detention facility with a certified capacity of 5 beds for a co-ed population. Only proposals for agency-operated boarding homes and group care facilities will be accepted. Proposals will be accepted from applicants who currently operate OCFS certified NSD facility(s). Proposals for new facilities will only be accepted if the applicant’s implementation plan clearly demonstrates that detention services will be available within defined timeframes. Any associated renovation or construction costs are the sole responsibility of the NSD provider, and specifics regarding the tasks and timeframes necessary for program implementation must be provided. Applicants must possess documented experience in serving target population youth as defined in this RFP and must be familiar with the challenges posed by youth remanded to NSD and the expectations of the courts. A NSD provider may be selected from among responding agencies based on a thorough analysis of each agency’s ability to provide DSS with the highest quality services at the most cost-effective fees. The anticipated period of service is a total of eighteen (18) months, comprised of six (6) months for planning from the date of award and twelve (12) months of a fully operational program. It is the intent of the County of Rockland to renew the contract issued to the successful applicant for another 12 months, assuming satisfactory completion of all contract terms, for a maximum of two (2) additional years (total 3.5 years).
