SSN-RC-2016-042 - Intent to Award Sole Source Contract - Family and Child Support Ser

Summary of Specifications:
The County of Rockland is considering the issuance of a Sole Source award to Head Start of Rockland, Inc. (Head Start) for the provision of Parent and Child Support Services to residents of Rockland County. This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy. The contract fills a need for: Collaborate with the Department of Social Services Child and Family Services Division by sharing resources to best serve Rockland County children and families being served by both agencies by providing a continuum of services. Collaborate with the Department of Social Services Child and Family Services Division by sharing resources to best serve Rockland County children and families being served by both agencies by avoiding duplication of services and multiple program demands on families. Provide home visits a minimum of two (2) times per year to families with children ages 3 – 5 attending center-based Head Start programs (approximately 1,200 families). Visits will be relationship-based and will help parents achieve goals and/or obtain services that may include but not be limited to: • Finding employment or better employment • Saving money • Obtaining health insurance • School readiness for children • English as a Second Language • Assistance with filling out required forms for various applications • Child Support • Transportation • Housing
