PROPOSED SOLE SOURCE AWARD TO VENTURE FOUNDATION, LTD TO PROVIDE SOCIAL AND COMMUNITY INTEGRATION FOR THOSE WITH DEVELOPMENTAL DISABILITIES - $48,146 The County of Rockland is considering the issuance of a Sole Source award to Venture Foundation, LTD for the provision of a Social and Community Integration Program for those with Developmental Disabilities. This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy. The contract fills a need for: • The program provides a vehicle for self advocacy and supportive peer relationships through a participant forum and social recreation activities. • Target Population: Residents of Camp Venture residential programs. • The services will be delivered as a recreation self-advocacy program. The Town Meeting forum, shall take place six (6) times per year, will function as a vehicle for self-expression and information sharing for the peer group. The peer bond will be further developed through social recreation activities including, but not limited to: bowling, theater arts activities such as talent shows, other sports activities, fitness and parties. Program Goals and Services include, but are not limited to: • Provide Camp Venture Town Meeting; an evening activity that is central to an array of social recreational activities offered to the residents of Camp Venture. The Town Meeting is a self-advocacy forum by which the participants express their concerns, preferences and life stories. Along with the associated recreational activities, they are the basis for a bond between the members of the group that not only has value from a quality of life perspective; it is also one that promotes the aspirations of the individuals for their relationships, independence and community integration. • Develop a consumer-driven conversation on choice and mutual concern. • Promote an organizational ethos built on listening to service recipients, and a deeper understanding of the needs and values. • Engage in activities that offer social outlets for friendship, health and fitness, and self-esteem. The 212 residents of Camp Venture residential programs will be the target population. This notice is issued for informational purposes only and is NOT a request for competitive quotes. Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on March 10, 2016 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community. Organizations submitting a proposal must meet the following requirements: • Be a 501 (c)3 • Be governed by a Board of Directors • Be up-to-date with all IRS filings • Be up-to-date with all NYS filings • Have a 2015 budget with Board approval • Be fiscally sound • Have a Non-discrimination Policy • Have a Conflict of Interest Policy • Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request • Submit quarterly and year end reports, including attendance lists for each group activity, and log sheets for clients served • Be available for on-site visits, announced and unannounced A determination by the County not to compete the proposed contract is solely within the discretion of the County.
