Summary of Specifications:
This Request for Bids (“RFB”) is issued by the County of Rockland Department of General Services Purchasing Division. It is the intention of New York State OGS NYSPro to participate in the results of this bid and utilize the authority under State Finance Law 163. 10. e. to make this contract a centralized contract if in the best interest of the State of New York. It is understood that the products acquired will only be as specified in the RFB, and that authorized users within Rockland County who elect to acquire fuel will be obligated to provide the contractor with applicable usage information necessary to deliver the fuel. Accordingly, references to the State and its Agencies as Authorized Users under this solicitation and the ensuing Contracts shall encompass and include all such entities within the definition of “Authorized User” set forth in Appendix A. This RFB outlines the terms and conditions, and all applicable information required for submitting bids for the commodities described herein. Bidders should pay strict attention to the bid submission date and time to prevent disqualification. To ensure compliance with bid requirements and prevent possible disqualification, Bidders must follow the format and instructions described in Section 5.
