Summary of Specifications:
The purpose of this RFP is to inform the private sector of a potential business opportunity to establish a contract with a qualified company for its’ Flexible Spending Account Plan Administration for employees, officials, COBRA persons and their families. Currently retirees are not offered Flexible Spending Account services since they do not receive checks from the County of Rockland. The chosen firm shall administer the following flexible spending account programs: • Group Insurance Deductions (Medical, Dental And Other) • Un-Reimbursed Medical, Dental, Vision Expenses • Dependent Care Assistance • Individual Health And/Or Disability Premiums • Adoption Assistance Plan STATEMENT OF OBJECTIVES The County of Rockland wants to accomplish the following objectives: • Obtain competitive rates and minimize the cost of future rate increases; • Develop a business partnership with a vendor predicted on continuous quality improvement; • Provide in depth knowledge and expertise regarding compliance with FSA administration regulations; • Select a plan administrator that is capable of: o Providing superior customer service to plan participants and the County of Rockland HR staff; o Provide in depth knowledge and expertise regarding compliance with FSA administration regulations; o Providing a designated and responsive account management team; and o Producing accurate monthly, quarterly, and annual reports that support County of Rockland’s strategic benefits planning;
