Summary of Specifications:
This bid is issued by Rockland County in conjunction with the Municipal Electric and Gas Alliance (MEGA resolution approved January 17, 2014, on behalf of MEGA members within the Orange and Rockland Service area, with the County operating as lead agency in issuing and awarding the bid. The Rockland County Department of Purchasing is authorized by the county to issue competitive bids. On behalf of MEGA members and in accordance with the bidding requirements of the General Municipal Law, MEGA has prepared specifications, the County of Rockland will receive bids on behalf of MEGA members and MEGA will assist the County in reviewing the bids to determine the bid offering the lowest price to MEGA members. Pursuant to Section 408-a of the New York State County Law, and Section 103 of the New York State General Municipal Law as amended, and pursuant to contract award by Rockland County, all municipal entities in New York State will be authorized to access the terms and conditions of the Program Agreement based on this procurement to obtain their own energy supply agreements with the supplier(s) so designated. Neither MEGA members nor the County of Rockland shall be bound to participate in any resulting contract from this solicitation. The County of Rockland is currently on contract for electricity supply and upon expiration of that contract will determine what contract vehicle it will use to purchase electricity. The County reserves the right to issue its own solicitation, for its own electricity supply in the future. This Invitation to Bid is being issued for: 1. The purchase of electricity for a one, two or three-year term by Counties, school districts, municipalities, educational institutions, special districts and public agencies that have requested energy supply procurement services through the Municipal Electric and Gas Alliance ("MEGA"). Account information is provided herein for prospective and existing participants for electricity supply through the MEGA Program. 2. Program expansion and marketing of the MEGA program to (i) current municipal participants in MEGA that are not currently purchasing electricity through the program, and (ii) other municipal and non-profit agency customers authorized to use State Contracts, and to other counties in New York State throughout the term of the contract.
