Summary of Specifications:
INTENT It is the intent of this specification to describe a tandem flat-wheel roller, Ferguson Roller Model 46A or approved equal with variable weight capability of 4 to 6 tons by addition of water ballast in the compaction drums and equipped with retractable pneumatic tires for towing at speeds of at least 35 MPH unballasted. The roller(s) furnished shall compact base, sub-base and asphaltic concrete materials. the unit shall negotiate a minimum of 13 degree grade for loading on equipment trailers. Units furnished to this specification shall meet all requirements and shall be built to the manufacturer’s standard. It shall be equipped with the manufacturer’s equipment and accessories that are included in the advertised and published literature for the unit. No such item of equipment or accessories shall be removed or omitted for the reason that it was not specified in the bid. The successful bidder shall deliver to Rockland County, a new and previously unused unit in complete working order, which meets or exceeds the various specifications and requirements described herein. 1. SCOPE 1.1. The County of Rockland Department of General Services - Purchasing Division is requesting bids from interested organizations to provide a new Tandem Flat Wheeled Roller to satisfactorily support the County’s Highway Department as well as other public agencies supported under this contract. This Invitation to Bid is issued on behalf of the County of Rockland and members of the Empire State Purchasing Group. Dealers who are awarded contracts may, but are not required to, extend the prices, terms and conditions of this contract to any state agency, political subdivision or district located in New York State. Usage of this contract by any of these other entities will have to be coordinated between that entity and the Dealer. Orders placed against this contract by other entities will be contracts solely between the Dealer(s) and those entities. Rockland County will not be responsible for, nor will it have any liability or other obligation for, such contract between the Dealer(s) and any third party. This Bid is intended to achieve the following objectives: 1. Provide a comprehensive competitively solicited County Contract offering Products to Participating Public Agencies; 2. Establish the County Contract as a Supplier’s primary offering to Participating Public Agencies in the Empire State Purchasing Group; 3. Achieve cost savings for Suppliers and Participating Public Agencies through a single competitive solicitation process that eliminates the need for multiple bids; 4. Combine the volumes of Participating Public Agencies to achieve cost effective pricing; Therefore, respondents to this acquisition must give due consideration to the potential market when providing bid prices.
