Summary of Specifications:
Emergency Medical Service Planning Consultant to Review and Update current Mass Casualty Incident Plan & Mutual Aid Plan PURPOSE The purpose of this RFP is to inform the private sector of a potential business opportunity to establish a contract for a consultant to review and update County-wide Emergency Medical Services Mutual Aid Plan (MAP) and Mass Casualty Incident Response Plans (MCIRP) in accordance with the New York State Department of Health EMS Bureau and Hudson Valley Regional EMS Council protocols and applicable ESF 8and other regulatory requirements including compliance with National Incident Command System (NIMS) and County-wide communications protocol as specified. PROJECT BACKGROUND Rockland County’s EMS system is comprised of 14 independent volunteer agencies, 1Fire based EMS agency, 1 proprietary EMS service and an ALS Fly car service that routinely provide the type and level of service authorized and\or expected by the community in a timely and reliable manner. To meet peak demand or extraordinary resource utilization, it may be necessary to request assistance to answer a call or provide additional resources. The County’s response to multiple casualty incidents (MCI's) and other large scale events are conducted in accordance pre-determined resource allocation and management plan. These require mutual aid responses. EMS services are required by the State EMS Code (800.21.p) to have a written mutual aid plan, in conjunction and cooperation with counties and Regional EMS Councils. This RFP is designed to address the mutual aid requirements and mass casualty incident response for EMS agencies in coordination with the Rockland County all hazards plan in accordance with NYS and Federal requirements.
