Summary of Specifications:
The purpose of this RFP is to inform the private sector of a potential business opportunity to establish a contract for a comprehensive development plan.
The Rockland County Department of Planning is seeking requests for proposals to undertake a comprehensive development plan for Rockland County. The comprehensive plan will cover all geographic areas of the county and is intended to provide guidance for future planning and zoning municipal actions as well as serve as the basis for all county government planning and development issues for the next 30 years. It is intended that this plan, when necessary, can be updated periodically to reflect land use changes, data updates, or other major planning-related changes.
The new comprehensive plan should provide the background for future decisions on capital project expenditures by county government and will hopefully provide the same direction for our municipalities. Given the strong "home rule" atmosphere in Rockland County it is not realistic to think that the new plan will "dictate" zoning to the local municipalities. What we envision is a plan that will (1) provide general recommendations on future county land use issues (transportation needs and impacts, zone changes, redevelopment of older commercial centers, residential infill, preservation of open space and natural resources, infrastructure needs, economic trends) and possible alternative strategies; (2) recommend general policies (housing, economic development, parks/recreational areas, transportation, environment, infrastructure, waterfront) that could be undertaken at both the county and municipal levels to implement these strategies; (3) directly address those matters (sewers, transit, county roads, county streams/drainage, water management, parks, etc.) that are under direct county jurisdiction; (4) describe specific areas of land use and zoning conflicts between and among municipalities that should be resolved to allow our "patchwork quilt" of zoning regulations to work more effectively.
